Is an electric dirt bike an e-bike? Is it street legal? Does it need registration? And what exactly is an eMoto?
The answer depends on the vehicle's motor power, speed, pedals, original design, and intended use.
What Counts as an E-Bike in California?
California defines an electric bicycle as a bicycle with fully operable pedals and an electric motor rated at no more than 750 watts.
California currently recognizes three main e-bike classes:

What Is an Electric Dirt Bike?
An electric dirt bike is generally designed for off-road performance rather than everyday bicycle transportation.
These vehicles often feature motorcycle-style frames, long-travel suspension, knobby tires, powerful motors, large batteries, hydraulic brakes, and throttle-controlled acceleration.
Some electric dirt bikes have pedals, while others do not.

What Is an eMoto in California?
Beginning in 2026, California law more clearly recognizes certain pedal-free electric motorcycles designed primarily for off-highway riding.
These vehicles are commonly referred to as eMotos or off-highway electric motorcycles.
A typical eMoto has two wheels, handlebars, a motorcycle-style seat, an electric motor, and no manufacturer-installed pedals.
Qualifying eMotos may be subject to California off-highway vehicle identification and registration requirements.
Are Electric Dirt Bikes Street Legal in California?
Not necessarily.
Many electric dirt bikes are designed primarily for private property, trails, dirt riding, or designated OHV areas.
A headlight, brake light, turn signals, or pedals do not automatically make an off-road electric dirt bike street legal.
Before riding on public roads, buyers should confirm the vehicle's legal classification, registration status, equipment requirements, and applicable California and local regulations.
Can You Ride an Electric Dirt Bike in a Bike Lane?
Only vehicles that legally qualify for the applicable e-bike classification should be treated as normal electric bicycles.
High-powered electric dirt bikes and off-highway eMotos should not automatically be used in bike lanes, bicycle paths, or multi-use trails.
Local rules can also vary between Anaheim, Orange County, Los Angeles, and other California communities.
